Prof. P. Ishwara Bhat is a distinguished academic and legal scholar with over four decades of experience in higher education and public legal thought. He has held key leadership roles in Indian legal academia, including Vice-Chancellor of both the Karnataka State Law University and the West Bengal National University of Juridical Sciences (WBNUJS), Kolkata.
Prof. Bhat began his teaching career in 1979 at Karnataka University, Dharwad and MK Law College, Hassan. In 1984, he joined the University of Mysore, where he served until 2011. During this tenure, he held significant academic positions, including Dean of the Faculty of Law for three terms and Acting Vice-Chancellor.
His academic specialisation is in Constitutional Law, with substantial contributions in related fields such as Administrative Law, Law and Social Change, Water Law, World Trade Law, Intellectual Property Rights, and Law relating to Non-Profit Organisations (NPOs). Prof. Bhat is also known for his work on Research Methodology in Law, and for drafting legislative bills and university statutes, which have had tangible impacts on institutional governance and legal frameworks.
As an educator and institution-builder, Prof. Bhat is deeply committed to the integration of legal scholarship with public purpose, policy development and social equity.
