ZERO TOLERANCE POLICY

Anti-Ragging | Anti-Drug | Discipline | Grievance Redressal

(As per AICTE & UCG mandate)

1. POLICY OBJECTIVE

CMR University is committed to ensuring a safe, inclusive, and nurturing academic environment. The University strictly enforces a Zero Tolerance Policy towards ragging, drug abuse, indiscipline, and any form of harassment or grievance neglect. This policy aligns with UGC guidelines, state directives, and the university’s core values.

This Committee is led by the Vice Chancellor along with the Dean and Director of the concerned School and the Registrar. This Committee will deal with both administrative and academic issues

  1. Grievances pertaining to academic life
  2. Academic Matters: Issues regarding mark sheets, Transfer certificates or examination related matters, classroom management, completion of syllabus, teaching methodology
  3. Financial matters-fee related issues
  4. Matters related to hostel, transportation etc
  5. Discrimination on the grounds of caste, colour, or creed, and physical disabilities
  6. Indiscipline issues
  7. Work Conditions
  8. Mental harassment

2. ANTI-RAGGING POLICY

Definition

Ragging includes any act causing physical or psychological harm, intimidation, teasing, abuse, or humiliation of a student by another student or group.

Prohibited Acts

  • Verbal or physical abuse
  • Forced or humiliating tasks
  • Social exclusion or bullying
  • Sexual harassment or intimidation
  • Online or social media-based ragging

Actionable Measures

  • Immediate suspension pending inquiry
  • FIR with local police authorities
  • Expulsion, rustication, or cancellation of admission
  • Withholding scholarships and academic results

Preventive Steps

  • Anti-Ragging Squad & Monitoring Committee
  • Student declaration and orientation
  • CCTV surveillance in sensitive areas

3. ANTI-DRUG POLICY

Prohibited Activities

  • Possession, consumption, or distribution of narcotics, alcohol, or intoxicants on or off campus
  • Association with drug-related offenses or networks

Consequences

  • Suspension and/or expulsion
  • Mandatory counseling and rehabilitation (case-based)
  • Legal action under the NDPS Act, 1985

Awareness and Prevention

  • Periodic sensitization and seminars
  • Tie-ups with de-addiction centers and law enforcement
  • Campus-wide awareness posters and drives

4. STUDENT DISCIPLINE POLICY

Expected Conduct

  • Respect toward peers, faculty, and staff
  • Academic integrity and classroom discipline
  • Responsible use of campus facilities and technology
  • Adherence to dress code and attendance norms

Prohibited Conduct

  • Acts of violence, vandalism, or theft
  • Plagiarism and cheating
  • Disruption of academic or administrative functioning
  • Misuse of mobile phones and social media

Penalties

  • Warning, probation, or suspension
  • Restitution for damages
  • Debarment from placements or campus activities
  • Expulsion for grave misconduct

5. GRIEVANCE REDRESSAL MECHANISM

Scope

Academic, administrative, personal, and peer-related grievances

Redressal Channels

  1. Class-Level Faculty Coordinator
  2. Department/School Grievance Cell
  3. University Grievance Redressal Committee (UGRC)
  4. CMR Online Grievance Portal (confidential access)

Process

  • Written/email/online complaint submission
  • Acknowledgment within 48 hours
  • Resolution within 7 working days
  • Escalation if unsatisfied, up to Ombudsperson (as per UGC norms)

Protection for Complainants

  • No victimisation or retaliation
  • Confidentiality assured
  • Legal aid provided if necessary

6. ENFORCEMENT & MONITORING

  • University Discipline Committee conducts quarterly reviews
  • Independent audits and student feedback surveys
  • Regular workshops on student rights and duties

7. POLICY ACKNOWLEDGEMENT

Every student shall:

  • Sign a declaration of compliance at the time of admission
  • Undergo orientation on code of conduct
  • Accept that ignorance of rules is not an excuse for violation
