Prof. H B Raghavendra brings over 35 years of experience in teaching, research, and academic governance to his role as Vice Chancellor of CMR University. A seasoned academic leader and civil engineering professional, he is dedicated to advancing the University’s vision of nurturing creative thinkers and empowering students to drive positive global change.
Throughout his distinguished career, Prof. Raghavendra has held senior leadership positions in several reputed institutions. Prior to joining CMR University, he served as Vice Chancellor at The NorthCap University, Gurugram, and Chandigarh University, Haryana.

Dr. R. Praveen serves as the Pro-Vice chancellor of CMR University, where he oversees the academic and administrative operations that uphold the institution’s standards of excellence. With a steadfast commitment to governance, process efficiency, and regulatory compliance, he plays a pivotal role in the implementation of university policies and academic frameworks. Sri Srikar M.S is a senior officer of the Indian Administrative Service with over 25 years of experience in public administration and policy implementation. Over the course of his distinguished career, he has worked across key areas including development planning, international economic law and policy, indirect taxation, and large-scale, technology-driven governance projects.
He currently serves as the Principal Secretary, Higher Education, Government of Karnataka, where he oversees the State’s comprehensive higher education ecosystem, spanning both public and private institutions. His leadership is instrumental in driving policy innovation and systemic reform aimed at improving access, quality, and equity in higher education across Karnataka.
Sri Srikar holds a Master in Public Administration (Mid-Career, Mason Fellow) from the Harvard Kennedy School, where he was on academic sabbatical. His global perspective, coupled with deep administrative experience, continues to shape transformative initiatives in education policy and governance.

Shri Mohammed Mohsin, IAS, is a senior bureaucrat of the Karnataka cadre with over two decades of service in diverse leadership roles across governance, administration, education, healthcare, labour, and infrastructure. He currently serves as Principal Secretary, Department of Health & Family Welfare (Medical Education), Government of Karnataka, while also holding the position of Principal Secretary, Department of Co-Operation.
Over the years, he has guided several key government departments, including Labour, Revenue, School Education, Rural Development & Panchayati Raj, and Urban Transport. His tenure has been marked by visionary leadership in policy planning, institution building, and citizen-focused service delivery. As Commissioner for Public Instruction, he was instrumental in strengthening primary and secondary education across Karnataka, while as Managing Director of KHDC and KSSIDC, he advanced rural industries, handloom development, and small-scale entrepreneurship.
His work ranges critical areas such as public health, labour reforms, cooperative governance, higher education, and sustainable infrastructure development. Known for his administrative acumen and reform-oriented approach, Shri Mohsin has also been at the forefront of digital governance and capacity-building initiatives for public institutions.
As a member of the Board of Governors at CMR University, he brings invaluable expertise in governance, education policy, and institutional development, helping guide the University’s vision of academic excellence, innovation, and societal impact.

Shri B. S. Patil is a distinguished former Indian Administrative Service (IAS) officer of the Karnataka cadre with an illustrious career spanning over four decades in public administration. A seasoned bureaucrat, he retired as the Chief Secretary of Karnataka, the highest-ranking civil service position in the state, where he played a pivotal role in guiding governance and policy execution.
During his tenure, he held several key positions in the state and central government, contributing significantly to administration, law and order, infrastructure, and development planning. Known for his integrity, foresight, and administrative acumen, he earned wide respect across political and bureaucratic circles.
In 2014, post-retirement, Shri Patil was conferred with the rank equivalent to a Minister by the Government of Karnataka, recognizing his exceptional service and continued contributions to public life.

Prof. A.K. Sharma is a distinguished educationist and former Director of the National Council of Educational Research and Training (NCERT), where he served in various academic and administrative capacities from 1974 to June 1999. With a career spanning decades in academia and educational policy, he has made enduring contributions to science education, teacher education, curriculum design, and distance learning.
Prof. Sharma began his academic journey at Panjab University, Chandigarh, where he served for thirteen years as Lecturer and Reader in the Department of Chemistry. During this period, he led major curriculum development initiatives in chemistry, spanning school to university-level education, and authored several academic publications in the field.
At NCERT, Prof. Sharma played a key role in advancing national initiatives in science education and distance learning. He was instrumental in planning and implementing teacher development programmes in collaboration with District Institutes of Education and Training (DIETs), with a special focus on distance education modalities. His leadership extended to national curriculum development, including his role as Chairman of Curriculum Committees for the National Institute of Open Schooling (NIOS).
Prof. Sharma has served as an educational consultant to several prestigious national and international organisations, including UNESCO, the International Association of Educational Evaluation (IAEE), the World Bank, the Commonwealth of Learning (COL), and Educational Consultants India Ltd. (EdCIL). He was closely involved in the publication of “Vocational Education and Training – Initiative through Open and Distance Learning”, a pioneering work that drew the attention of the Planning Commission, Government of India.
He was a member of the Task Force for the National Policy on Education, 1986, and its Programme of Action, as well as a member of the Central Advisory Board of Education (CABE). Prof. Sharma’s contributions continue to inform policy and practice in science and teacher education across the country.

A postgraduate in Economics and Political Science, Dr. Ramamurthy began his career as a lecturer before joining the Karnataka Administrative Service and subsequently, the Indian Police Service (IPS). Over a decorated 32-year career in the IPS, he held key leadership positions including Commissioner for Traffic and Road Safety, Additional Commissioner of Police, and Inspector General of Police.

He has also served as Vice Chancellor of The NorthCap University, Gurugram, Haryana, and Chandigarh University, Punjab, before joining CMR University in 2023.

Dr H.A. Ranganath is a distinguished academician, accomplished scientist and seasoned higher education leader with over three decades of experience in academic governance, research, and public policy. His leadership journey includes serving as the Vice-Chancellor of Bangalore University and as Director of the National Assessment and Accreditation Council (NAAC), where he played a vital role in shaping the quality assurance framework for higher education in India.
A passionate advocate for institutional excellence, Dr Ranganath has championed the global recognition of premier Indian institutions such as the National Institute of Mental Health and Neurosciences (NIMHANS) and the Indian Institute of Science (IISc), aiming to elevate them to world-class status.
As a scientist, Dr Ranganath is internationally recognised for his pioneering work in evolutionary cytogenetics, particularly in the study of the nasuta subgroup of Drosophila. His groundbreaking research on hybridisation and fabrication, spanning over 450 generations of laboratory experimentation, stands as one of the most comprehensive investigations into the catalytic role of hybridisation in animal evolution. This body of work has significantly advanced the understanding of speciation and evolutionary divergence.
Over his academic career, he has mentored 12 doctoral scholars and authored over 125 research publications. His contributions to science and education have been recognised with numerous honours, including the INSA Young Scientist Medal (1979), UGC Career Award (1986), Golden Jubilee Award, University of Mysore (1994), Professor Y.T. Thathachari National Award for Science (2003) and Aryabhata Award (2008)
Dr Ranganath is also a Fellow of the Indian Academy of Sciences, Bangalore; the National Academy of Sciences (India), Allahabad; and a Foundation Fellow of the Entomology Academy of India.
His rare combination of scientific depth and policy leadership continues to influence India’s higher education ecosystem and inspire the next generation of educators and researchers.

Dr. N. Kannan is an accomplished academic leader with nearly three decades of experience in teaching, research, and institutional development. He currently serves as the Dean of CMR University’s Lakeside Campus and Director of the School of Engineering and Technology (SOET), where he drives strategic initiatives in curriculum design, research innovation and industry-academia collaboration.
Dr. Kannan holds a Ph.D. in Computer Science and Engineering from Bharathidasan University, with a specialisation in Digital Image Processing. His doctoral research focused on the design of vector quantisation techniques for transform coding of images using orthogonal polynomials. He also holds an M.E. in Computer Science and Engineering from Annamalai University and a B.E. from Kumaraguru College of Technology under Bharathiyar University.
With a strong foundation in academic leadership, Dr. Kannan has served as Principal, Dean, and Head of Department across reputed institutions. He has successfully led NAAC and NBA accreditation processes, spearheaded incubation and innovation hubs, and secured research and infrastructure grants from AICTE, Google and the Tamil Nadu State Council for Science and Technology.
His areas of academic and research expertise include computer vision, image processing, software testing, and communication networks. He has guided eight Ph.D. scholars and mentored over eighteen postgraduate theses. His scholarly contributions include over 70 publications in high-impact Scopus and Web of Science-indexed journals, patents in voice analysis and waste sorting systems, and several authored books in computing and programming.
Dr. Kannan is also an active member of professional societies, including the IEEE, Computer Society of India (CSI), Indian Society for Technical Education (ISTE), and IAENG. He has conducted and participated in over 150 conferences, FDPs, and workshops, and has delivered more than 40 invited lectures.
Under his leadership, CMRU’s Lakeside Campus is emerging as a centre of academic excellence, industry alignment and innovation. Dr. Kannan’s strategic focus includes integrating emerging technologies into pedagogy, fostering industry partnerships, and enabling students to become future-ready engineers.

Prof. (Dr) T.R. Subramanya is an eminent academic, legal scholar, and institutional leader currently serving as the Dean of the School of Legal Studies at CMR University, Bengaluru since April 2018. With an extensive academic and administrative career, he remains deeply committed to the advancement of legal education in India.
Under his leadership, the School of Legal Studies has established eight dedicated research centres that actively contribute to scholarly research and public discourse in contemporary legal issues. He also spearheaded the launch and development of the CMR University Journal for Contemporary Legal Affairs, which has been recognised for its scholarly rigour and is listed in UGC CARE List 1.
Prof. Subramanya is a member of the Advisory Board of Symbiosis International University and serves as a distinguished visiting professor at several National Law Schools and institutions of eminence across the country. His previous appointments include Coordinator and Research Fellow at the Centre for Regulatory Studies, Governance and Public Policy (CRSGPP) at The West Bengal National University of Juridical Sciences (WBNUJS), Kolkata, where he initiated several academic programmes and launched the Centre’s peer-reviewed online journal.
He served as Vice-Chancellor of Karnataka State Law University, Hubballi (2013–2015), during which he established three law journals and led the university’s NAAC accreditation. Prior to this, he held several key positions at Bangalore University, including Vice-Chancellor (In-Charge), Dean and Chairman of the Faculty of Law, Registrar (Evaluation), and Registrar (In-Charge, Administration). In his role as Registrar (Evaluation), he implemented critical reforms in examination and assessment, including the digital transformation of the evaluation system.
An accomplished scholar of international law, Prof. Subramanya served as Professor of International Law at WBNUJS and was a Legal Counsellor to the Kingdom of Bahrain for over seven years. In this capacity, he gained deep insights into the legal frameworks of the Gulf Cooperation Council (GCC) countries and the practical application of international law within domestic legal systems.
Prof. Subramanya holds multiple advanced degrees, including an M.A. (History) and LL.B., both with First Class, and secured the first rank in his LL.M. from the University of Mysore. He later completed his M.Phil. and Ph.D. in International Law from the School of International Studies, Jawaharlal Nehru University (JNU), New Delhi in 1993.
He has guided ten doctoral candidates and has authored and edited several works in the field of international law and human rights. His early publications include The Rights and Status of the Individual in International Law (1984) and Human Rights in International Law (1986). His most recent book, Hazardous Substances in India and the World: Legislations, Frameworks and Management, published by Routledge, UK in 2021, was released internationally in May and in India in August of the same year.
His contributions to legal education and scholarship have earned him several accolades, including the Dr. Rajkumar State Award (2009) presented by the Dr. Rajkumar International Foundation, Bengaluru.
Prof. Subramanya is a Life Member of the Indian Society of International Law (New Delhi), the Indian Law Institute (New Delhi), and the Karnataka Section of the International Commission of Jurists. He is also a Member of the Capital Foundation Society, New Delhi.
